Kitchen and Bathroom Remodeling in South San Francisco: Permits, Inspections and Moisture Control

Do you need a permit to remodel a kitchen or bathroom in South San Francisco?
For a typical remodel, yes. South San Francisco requires a permit to alter, repair or convert a building, and its residential exemption list is short. Painting, tiling, carpeting, cabinets and countertops are exempt as finish work. But the city notes that exempt work can still need separate plumbing, electrical or mechanical permits, and that replacing a concealed trap, drain or vent pipe counts as new work needing a permit and inspection.
In practice: new countertops on existing cabinets, probably no building permit. Moving the sink, adding circuits or swapping the bath fan, plan on a permit. When in doubt, call the Building Division at (650) 829-6670, option 1.
How do you apply for a remodel permit in South San Francisco?
South San Francisco uses an online permitting portal that's available around the clock. The Building Division also has a counter at City Hall, 400 Grand Ave, open weekdays 8 a.m. to 4 p.m. (closed noon to 1 p.m.).
| Your project | Typical path |
|---|---|
| Kitchen or bath update with no walls moving | Over-the-counter permit through the online portal |
| Layout change, walls moved or removed | Plans submitted electronically for plan check |
| Cabinets, countertops, tile or paint only | Building permit exempt; trade permits may still apply |
| Addition to enlarge a kitchen or bath | Plan check, plus PG&E preliminary clearance before submittal |
Plan check fees are based on project valuation and collected at submittal. Since January 1, 2025, the city also charges a 0.18% business license tax on permit valuation at application. Anyone paid for permitted work needs a City business license, and permits can be pulled by owner-builders, licensed contractors for their trade, architects acting for owners or verified agents.
What inspections should you expect?
Work can't start until the permit is issued, and permitted work must stay exposed until the inspector approves it. That means no drywall over rough plumbing or wiring until it's signed off. Keep the permit inspection record card and approved plans on site where the inspector can reach them. Each inspection is either signed off or given a correction list, and corrections need a reinspection. Call the Building Division to schedule.
What is the housing stock like in South San Francisco?
Much of South San Francisco's housing went up in the post-war building boom. Sunshine Gardens, farmed by vegetable and flower growers before it was annexed in 1950, saw house construction start in 1953. Westborough was built on roughly 1,000 acres west of Junipero Serra, and it defines the city's western edge up in the hills. Buri Buri, Francisco Terrace and Avalon Park fill in the rest of the post-war picture.
That means many kitchens and baths here are original or on their second round, with mid-century wiring and plumbing behind them. Our older-home hidden issues guide covers what to test before demolition.
Why does ventilation matter so much in South San Francisco?
Ocean winds keep South San Francisco cool for much of the year, and the western hillside neighborhoods tend to see more fog than the flats near the Bay. Cool walls plus steamy showers is a recipe for condensation, peeling paint and mildew in a bathroom without good exhaust.
Under the 2025 California codes, a remodeled bathroom typically needs an exhaust fan controlled by a humidity control, with at least 50 cfm of intermittent exhaust. A few practical tips:
- Duct the fan outdoors, never into the attic.
- Choose a quiet fan so people actually use it.
- In kitchens, a range hood vented outside helps with cooking moisture as well as odors.
- Pick moisture-resistant materials for bath walls and ceilings.
Think of the fan as your personal defense against Karl the Fog, who doesn't always knock before coming in. The hillside sign calls this "The Industrial City," so it seems only fair that the bath fan be industrial-strength too.
