Kitchen and Bathroom Remodeling in Los Gatos and Saratoga: Permits, Hillside Homes and What to Expect

Do you need a permit to remodel a kitchen or bathroom in Los Gatos or Saratoga?
For most real remodels, plan on it. The Town of Los Gatos runs a dedicated express permit track for residential, non-structural kitchen and bathroom work, which tells you how routinely these projects go through the Building Division. In Saratoga, the Building Division handles plan checks, building permits and on-site inspections under the California Building Code. Swapping a faucet is one thing; moving a sink, adding circuits or opening a wall is permitted work in both places.
Whether your home is a 1950s ranch a few blocks from downtown Los Gatos, an estate off a winding road above Saratoga Village, or a newer house near the vineyards of the Santa Cruz Mountains foothills, the process starts the same way: drawings, an online submittal and a series of inspections.
How does the Los Gatos kitchen and bath express permit work?
Los Gatos accepts submittals through its online permit portal (permits.losgatosca.gov) via a Building pre-application. The Town says it does not accept submittals by mail or courier, and incomplete applications are not accepted. Key points from the Town's express checklist:
- The application and the plan set are uploaded as PDFs; plans must be to scale, at least 11" x 17" and signed by the designer.
- Supporting documents such as structural calculations or Title 24 energy forms go in as separate files.
- A plan check fee is due after the pre-application.
- Exterior changes such as new windows, doors or siding need Planning approval, and HOA homes need an HOA approval letter.
- Adding or relocating plumbing fixtures requires a certificate from West Valley Sanitation District.
The checklist also spells out what inspectors look for: dedicated 20-amp circuits for bathroom and kitchen countertop receptacles, GFCI protection, high-efficacy lighting, a humidistat-controlled ENERGY STAR exhaust fan in bathrooms, pressure-balanced or thermostatic shower valves, and no paper-faced or "green board" drywall in wet areas. If you move a gas line, the piping must be left exposed for inspection.

A typical remodel sees a rough or frame inspection before walls close, any insulation checks, and a final. Saratoga notes it does not inspect interior tile lath or ordinary (non-fire-rated) drywall.

What is different about remodeling a hillside home?
Interior kitchen and bath work is usually governed by the building code, not the hillside planning rules. Los Gatos's Hillside Development Standards focus on new development, grading, driveways and site layout. They come into play when a remodel grows into an addition or changes the exterior.
The practical side matters more day to day. Long driveways, tight switchbacks and limited parking mean deliveries need planning: a 10-foot slab of quartz does not love a hairpin turn, and neither does the truck carrying it. Good planning means scheduling materials, dumpsters and inspections around access, and protecting driveways and landscaping along the way. Older ranch homes and estates can also hide undersized electrical service or aging galvanized plumbing, so it pays to budget time for discovery once walls open. Parts of the foothills are mapped as wildfire hazard areas. California's wildland-urban interface rules mainly apply to exterior materials, vents and new construction, so they matter if your project adds windows, doors or an addition. Ask early whether your parcel is affected.
