Kitchen and Bathroom Remodeling in Almaden Valley: San Jose Permits, Hillside Lots and Older Homes


Do you need a permit to remodel a kitchen or bathroom in Almaden Valley?
Almaden Valley is part of the City of San José, so the city's permit rules apply, and permits run through SJPermits. The valley covers the 95120 ZIP code, from the flats near Almaden Expressway up into the foothills below Almaden Quicksilver County Park.

Does a hillside or geologic hazard zone affect an Almaden remodel?
It can, which is what sets parts of Almaden apart from flatter San José neighborhoods. The city's Public Works department says that sites in a City Geologic Hazard Zone, or in a state Seismic Hazard Zone for earthquake-induced landslides, need a Geologic Hazard Clearance before discretionary approvals or grading or building permits for development. Sites in a state liquefaction zone need a separate Geologic Clearance from the City Geologist. Geotechnical reports and mitigation may be required.
The city's guidance doesn't spell out how this applies to every interior remodel, so check your parcel early. You can look up hazard zones through SJPermits and the city's GIS viewer, or call Development Services at 408-535-3555. A same-footprint bathroom refresh and a kitchen bump-out on a sloped lot are very different conversations.
Foothill homes should also check the city's Fire Hazard Severity Zone finder. San José notes that it cannot reduce the size or severity of the state-designated zones, so exterior work like new windows or vents is worth asking about if your address is mapped.
Can an Almaden Valley remodel use Residential Express?
Residential Express is San José's virtual appointment where a permit can be issued during the online meeting. According to the city's Residential Express page, the service costs 1.5 times the regular single-family addition/alteration plan review fee, and appointments are offered on set weekday mornings; check the page for current days and fees. To qualify, a project generally must be:
- A one-story single-family home, with a remodel of 750 square feet or less
- Outside Geohazard and Seismic Hazard Landslide Zones
- Outside Wildland Urban Interface areas, Planned Development zoning and certain flood zones
- Free of open code enforcement cases
Two-story homes, complex foundations and projects needing advanced lateral analysis for hillside conditions go to Standard Plan Review instead. In the foothills, plan on that route unless your parcel check says otherwise.
What should you check in an older Almaden Valley home?
The valley filled in with single-family neighborhoods in the second half of the twentieth century, so your home's build year is the first thing to look up. It tells you which older-home issues are likely:
- Built before 1978? The EPA's lead Renovation, Repair and Painting Rule applies. Work that disturbs more than 6 square feet of paint per room indoors needs a certified firm using lead-safe practices.
- Original wiring? Have an electrician look at panels and circuits before you add an induction range or heated floors.
- Original plumbing? Supply lines, valves and shower pans that have done decades of duty are worth inspecting once walls are open.

Your Permit Card lists the required inspections and must stay on site where the inspector can see it. Schedule inspections at SJPermits.org or by calling 408-535-3555. Have plans and manufacturer instructions ready, and make sure every work area is reachable, with a ladder if needed.
What makes remodeling in Almaden Valley different?
- History next door. The National Park Service dates the New Almaden quicksilver mines to 1845; they took their name from Spain's famous Almadén mercury mines. Today the only quicksilver most homeowners want is a polished-nickel faucet.
- Slopes and access. Hillside driveways and tight cul-de-sacs make deliveries, dumpster placement and crew parking part of the plan.
- Distance. Material runs to the supply yard take a while from the end of the valley, especially when Highway 85 is having one of its days. Ordering everything before demolition saves a lot of driving.
